FUNDING TO DATE
RVAH20 FLOW will implement 14 combined sewer system (CSS) projects to capture and treat combined sewage that currently pollute the James River from the City’s 25 combined sewer outfalls. These outfalls are part of a legacy combined sewer system dating back to the 1800s that carries both sewage and rainwater through a single piping system. When it rains, this legacy system is often overwhelmed, causing overflows to the James River.
OTHER FUNDING SOURCES
The City identified and is evaluating the potential use of the following federal and state funding programs (including loan forgiveness options), concurrent with the execution of the Final Plan projects:
• Justice40 Initiative
• Build Resilient Infrastructure and Communities Grants (BRIC)
• Clean Water State Revolving Loan Fund (CWSRLF)
• Water Infrastructure Finance and Innovation Act (WIFIA) loans

Investing in RVAH2O FLOW benefits all Virginians by upgrading water infrastructure, improving environmental sustainability and public health. We need program funding from all of our partners along the James River.
Richmond is an environmental justice community with approximately 19% of residents living below the poverty level.
Significant grant funding is necessary to alleviate the burden on low-income ratepayers.
